Proposed Initiative #19 “Requirements for Spending Custodial Money” Qualifies For 2021 Coordinated Election Ballot

Denver, August 31, 2021 - The Elections Division of the Colorado Secretary of State’s office announced today that Proposed Initiative 19 “Requirements for Spending Custodial Money” obtained the sufficient number of signatures and has qualified for inclusion on the 2021 coordinated election ballot.

The “Requirements for Spending Custodial Money” Initiative submitted 195,911 petition signatures, needing 124,632 valid signatures to qualify for inclusion on the 2021 ballot.  Since Proposed Initiative #19 seeks to change the Colorado constitution, the petition must also contain signatures from each state senate district equal to 2% of the total registered electors in each respective district.  These requirements are outlined by Article V, Section 1 (2.5) of the Colorado constitution.

Petition verification summary:

Total Signatures Submitted 195,911
Total Invalid Signatures 60,310
Invalid Signatures (state senate district known) 8,024
Invalid Signatures (state senate district not known) 52,286
Total Valid Signatures 135,601

Because the required two percent threshold from each state senate district was met, Proposed Initiative #19 “Requirements for Spending Custodial Money” is sufficient and will be certified to the 2021 coordinated election ballot. The full Statement of Sufficiency is available here. The text of the “Requirements for Spending Custodial Money” Initiative is available here.

A copy of the petition is on file with the Secretary of State’s office.

Other initiatives approved for the 2021 ballot at this time are Initiative 25 “Learning Enrichment and Academic Progress Program”, and Initiative 27 “Property Tax Assessment Rate Reduction and Voter-Approved Revenue Change.”
