The title as designated and fixed by the Board is as follows:

A change to the Colorado Revised Statutes concerning the use of the fees charged for the expungement of certain criminal records, and, in connection therewith, establishing eligibility criteria for criminal record expungement; assessing an expungement fee; and using the expungement fee revenue to administer the expungement process and to fund programs including programs that support scholarships, education, housing, veterans, crime reduction, first responders, mental health, recreation, and life skills development.

The ballot title and submission clause as designated and fixed by the Board is as follows:
