Purpose/Objective of Rule |
Effective July 1, 2024, the United States Fish and Wildlife Service (FWS) intends to implement the Duck Stamp Modernization Act of 2023 (herein referred to as the Act). The Act contains two major feature changes: 1) an Electronic Duck Stamp shall remain valid from the day it is sold through the following June 30th, instead of being valid for 45 days from the day of sale; and, 2) that the Secretary shall issue to each individual who purchases an Electronic Duck Stamp an actual Duck Stamp. In addition to these changes the FWS also approved a $2.00 increase to the fulfillment convince fee due to rising postal costs beginning August 1, 2024. When that happens, Colorado Parks and Wildlife (CPW) will be required to remit $29.00 to Amplex (for the FWS) for each electronic Federal Duck Stamp sold.
Prior to this change CPW charged $31.00 for a Federal Duck Stamp. From that fee, $25.00 went to the fee set by FWS for the stamp, $2.00 went to Amplex for fulfillment, $3.00 would cover CPW agency costs, and the remaining $1.00 would go towards the North American Waterfowl Conservation Act (NAWCA). Beginning August 1, 2024 the Amplex fulfillment fee will double going from $2.00 to $4.00. When this happens, CPW will no longer make enough money to cover our agency administrative costs or contribute to the NAWCA. By updating, the price charged for the Federal Duck Stamp to be $33.00 CPW will be able to cover its administrative costs as well as continue contributing to the NAWCA.
This regulation change replaces the emergency regulation change adopted at the June 2024 commission meeting with a permanent regulation. |
