Description of Subjects/Issues |
The Supplemental Nutrition Assistance Program (SNAP) provides food assistance benefits as part of a federal nutrition program to help low-income households purchase food. This proposed regulation updates language around household composition to aid in ease of understanding as well as integrating new policies regarding shared custody arrangements that resulted from a systematic change in the processes for determining eligibility for children who are part of two SNAP households in Colorado. Also included are updates to language around EBT issuance, benefit allotment calculation, and general language clean-up to bring these regulations into alignment with federal policies and current processes. |
Purpose/Objective of Rule |
The Supplemental Nutrition Assistance Program (SNAP) provides food assistance benefits as part of a federal nutrition program to help low-income households purchase food. The proposed rule revisions and additions update language concerning household composition to aid in ease of understanding, as well as integrates new policies regarding eligibility determinations for children in shared custody arrangements and who are part of two SNAP households. Also included in these changes are updates to language pertaining to EBT issuance, benefit allotment calculations, and general language clean-up to bring these regulations into alignment with federal policies and current processes. |

Comments |
CDHS holds two public hearings, an initial and final, for each proposed rule packet. The initial hearing allows the public an opportunity to submit written data, views, or arguments and to testify for or against the proposed rules. The Board does not vote on the proposed rule at the initial hearing, but asks CDHS to consider all public comment and discussion and, if needed, submit revisions to the proposed rule. The final hearing, usually the month following the initial hearing, allows the same opportunity for public comment, after which the Board votes on final adoption of the proposed rule.
