Purpose/Objective of Rule |
The purpose of the Executive Director adopting emergency revisions to the Qualifying Factors rules for the Colorado Universal Preschool Program (UPK) was to ensure the rules were effective before the enrollment period for the 2024-2025 school year begins. The revisions to these rules include updating the Federal Poverty Guidelines (FPG) in alignment with recent federal updates; revising the rule language for program clarity; and establishing a new qualifying factor that will expand the eligibility for more children to qualify for additional preschool hours, whose family's income is at or below 100% of the FPG. |
