Description of Subjects/Issues |
This rule will change the annual certification requirement to every two years. Changing the frequency of the merit attestation from annually to every two years will reduce the administrative burden on county human services offices. Currently, the County Department of Human Services is required by 9 CCR 2502-1, Rule 2.210 the annual attestation of the merit system: Each county shall annually submit to the Colorado Department of Human Services a certification that certain criteria are being maintained by the county department of human/social services. This certification must be received as prescribed by the State Department on or before January 1 of each year. The certification must be validated by the county board of commissioners or designee. |

Comments |
CDHS holds two public hearings, an initial and final, for each proposed rule packet. The initial hearing allows the public an opportunity to submit written data, views, or arguments and to testify for or against the proposed rules. The Board does not vote on the proposed rule at the initial hearing, but asks CDHS to consider all public comment and discussion and, if needed, submit revisions to the proposed rule. The final hearing, usually the month following the initial hearing, allows the same opportunity for public comment, after which the Board votes on final adoption of the proposed rule.
