Purpose/Objective of Rule |
The purpose of the Executive Director adopting the Colorado Child Care Assistance Program (CCCAP) rules on an emergency basis was to: remove the eligibility component requiring CCCAP applicants to cooperation with Child Support Services to implement Colorado House Bill 22-1295, beginning July 1, 2023; remove the 12-week time limit for temporary breaks in CCCAP eligible activities to align with Federal Guidance in 45 CFR 98.21(a)(1)(ii), and remove the requirement of an individual having an active CCCAP case to qualify for a temporary break due to maternity leave to align with section 26.5-4-111(7)(c), C.R.S.; clarify group size limitations for the number of siblings from one family that is unrelated to a Qualified Exempt provider to align with 45 CFR 98.41(d)(1); update the Prudent Person Principle (PPP) definition to provide more flexibility in the Care Automated Tracking Systems (CHATS); and revise and extend the Parent Fee formula through June 30, 2024. |
