Description of Subjects/Issues The changes are necessary to align rule with reimbursement requirements in statute while establishing a minimum standard of practice for counties who place a 16- or 17-year-old in a supervised independent living arrangement (SILP).
Purpose/Objective of Rule These changes are necessary to align with the Foster Youth in Transition (FYiT) Program introduced in HB 21-1094 and its clarifications in HB 22-1245. After initial rule and program implementation, revisiting rules was crucial to eliminate superfluous requirements for counties. They are also necessary to clarify the Title IV-E Federal requirements for identifying, reporting, and determining services to victims of sex trafficking, and update reimbursement rules when counties use supervised independent living placements (SILP) for youth under the age of 18.

Comments CDHS holds two public hearings, an initial and final, for each proposed rule packet. The initial hearing allows the public an opportunity to submit written data, views, or arguments and to testify for or against the proposed rules. The Board does not vote on the proposed rule at the initial hearing, but asks CDHS to consider all public comment and discussion and, if needed, submit revisions to the proposed rule. The final hearing, usually the month following the initial hearing, allows the same opportunity for public comment, after which the Board votes on final adoption of the proposed rule.
