Description of Subjects/Issues The Colorado Department of Public Health and Environment (Department) has the legal authority, established in Colorado law, to adopt rules and to establish standards to assure that hospitals, other acute care facilities, county, district, and municipal public health agencies, and trauma centers are prepared for an emergency epidemic, as defined in section 24-33.5-703 (4). This rulemaking will formalize the data collection requirements of House Bill 22- 1401 (HB 22-1401) and Public Health Order 20-38 (PHO 20-38) so that hospitals will be able to refer to one rule set for a comprehensive understanding of the staffed-bed capacity data and current status for statewide healthcare situational awareness that they are required to report to the Department for emergency preparedness and response purposes.
