Description of Subjects/Issues HB 22-1414 requires the state board to adopt rules concerning the implementation of the Healthy School Meals for All Program, including establishing annual notice requirements, maximizing federal funding, determining allowable costs for the Local Food Program, and setting documentation requirements for additional wage and stipend funding. Beginning with the 2023-2024 academic school year, public schools may opt into a program that offers free meals to students that are not eligible for free or reduced-price meals under the federal school meals programs. Starting in the 2024-2025 school year, additional funding is also available for districts to purchase local foods and increase wages or provide stipends to employees that prepare and serve school meals. The draft rules outline the requirements of the law and CDE’s role in supporting implementation of the law.
Purpose/Objective of Rule The statutory basis for these rules is 22-82.9-201, et. seq., C.R.S., which requires the State Board of Education to promulgate rules for implementation of the Healthy School Meals for All Program. The purpose of these rules is to assist public School Food Authorities that participate in the National School Lunch Program or School Breakfast Program in complying with federal and state law.
