Description of Subjects/Issues |
The purpose of this rulemaking is to ensure continuity of ECEA Rules with the requirements of
the Individuals with Disabilities Education Act (IDEA) and House Bill 22-1294. Technical
changes to provide clarity to the Rules are also proposed. |
Purpose/Objective of Rule |
The purpose of this rule change is to implement changes to Exceptional Children's Educational Act (ECEA) Rules in response to House Bill 22-1294: Special Education Services In Charter Schools and to establish rules governing a dispute resolution process applicable to administrative units, preschool program providers, and local coordinating organizations as agreed to through the memorandum of understanding entered into by the Colorado Department of Education and the Colorado Department of Early Childhood on February 1, 2023. Technical changes to provide clarity to the Rules and to approve rules related to an informal special education dispute resolution process will also be proposed. |
