Description of Subjects/Issues At the request of county departments of human/social services a review of Volume VII (12 CCR 2509-7) Social Services Rules 7.603.1 (C, 2, a);(D, 2, a-d); and (E, 2, a-d) occurred regarding Child Welfare Qualification and Certification Requirements for Social Caseworker Trainee, Social Caseworker, and Social Casework Supervisor minimum educational requirements. Purpose/Objective of Rule At the request of county departments of human/social services, a review of Volume VII (12 CCR 2509-7) Social Services Rules section 7.603.1 (C, 2, a; D, 2, a-d; and E, 2, a-d) occurred regarding Child Welfare Qualification and Certification Requirements for Social Caseworker Trainee’s, Social Caseworker’s, and Social Casework Supervisor’s minimum educational requirements. The county departments expressed concern for the unintended consequences the current rules outlined in section 7.603.1 are creating in limiting their abilities to recruit and hire a more diverse pool of applicants. The request to hold a time-limited workgroup to review and recommend changes related to section 7.603.1 was approved by the Child Welfare Sub-PAC. Four meetings of the workgroup were held between September 2021 and March 2022, and several recommendations were made and presented to Child Welfare Sub-PAC on April 7, 2022. Sub-PAC approved the recommended changes. The rules as currently written are creating barriers to effective recruitment and hiring practices of county departments by excluding certain bachelor’s degree types and defining relevant experience only as professional. County departments want more flexibility, diversity, and inclusivity in their hiring practices. These rule recommendations reduce barriers and allow for more effective hiring practices for county departments.

Comments CDHS holds two public hearings, an initial and final, for each proposed rule packet. The initial hearing allows the public an opportunity to submit written data, views, or arguments and to testify for or against the proposed rules. The Board does not vote on the proposed rule at the initial hearing, but asks CDHS to consider all public comment and discussion and, if needed, submit revisions to the proposed rule. The final hearing, usually the month following the initial hearing, allows the same opportunity for public comment, after which the Board votes on final adoption of the proposed rule.
