Description of Subjects/Issues New legislation in the form of HB21-1281 Community Disaster Behavioral Health Program was signed into law on July 27, 2021. The legislation aimed to ensure the integration of behavioral health in disaster preparedness and response efforts statewide by formalizing and better resourcing existing initiatives for disaster behavioral health in Colorado. The proposed rule will help the Department effectively disburse the Community Behavioral Health Disaster Preparedness and Response Cash Fund. House Bill 21-1281 appropriated funds to use in support of the overarching emergency system integration and for community behavioral health. The proposed rule language is intended to structure organizational criteria, allowable activities, and other program oversight for those programs seeking to use these funds. This rule will enable the Program to assess the fit of organizations interested in participating in the Program, and allow the Department to coordinate and capacitize community behavioral health organizations for community disaster response.

The legislation aimed to ensure the integration of behavioral health in disaster preparedness and response efforts statewide by formalizing and better resourcing existing initiatives for disaster behavioral health in Colorado. The Department, through the Division of Disease Control and Public Health Response’s Office of Emergency Preparedness and Response (OEPR), is well-positioned to lead the implementation of the Community Disaster Behavioral Health Program (Program) as the home of Colorado’s disaster behavioral health preparedness and response efforts.
