Description of Subjects/Issues |
To resolve discrepancies in Child Welfare rules regarding the parent contact expectations regarding frequency and exceptions to contact. 7.202.1 F was changed in 2019 to require monthly face-to-face contact with all parents and to require contact to continue until parental rights are relinquished/terminated (unless one of the five exceptions to face-to-face contact exists). 7.204 requires face-to-face contact with parents on in-home cases to occur at least every other month and states that face-to-face contact with parents on an out-of-home case is no longer required after the permanency goal is no longer to return home or a motion for termination of parental rights is filed. These two rules need to be congruent to have clear expectations for child welfare. NOTE: Due to the ongoing COVID-19 situation, it is anticipated that this meeting will take place entirely online. CDHS holds two public hearings, an initial and final, for each proposed rule
packet. The initial hearing allows the public an opportunity to submit written data,
views, or arguments and to testify for or against the proposed rules. The Board
does not vote on the proposed rule at the initial hearing, but asks CDHS to
consider all public comment and discussion and, if needed, submit revisions to the
proposed rule. The final hearing, usually the month following the initial hearing,
allows the same opportunity for public comment, after which the Board votes on
final adoption of the proposed rule. NOTE: Due to the ongoing COVID-19 situation,
