Description of Subjects/Issues Changes to Regulations 30-313 Licensed premises – location, 30-1099.55 The play – Casino War, and 30-2305 Making and removing wagers, to bring them into alignment with other Rule changes prompted by the passing of Amendment 77. HB 21-1296, which ratified several 2020 Executive orders put in place due to Covid-19, also requires changes to Regulation 30-313, and Regulation 30-803 Blackjack table – physical characteristics. HB 21-1132 concerning authorized distributions from the local government Limited Gaming Impact Fund, requires a change to Regulation 30-1401 Gaming and device taxes. Regulation 30-1403 Taxation of free play – adjustments to gaming tax rates based on casino free play is being updated to allow the industry to restart the Electronic Promotional Credits pilot program and to correct minor errors. Changes regarding dealer tips are proposed for Regs. 30-803, 30-1034, 30-2207, 30-2305, 30-2317, 30-2602, 30-2703, and 30-2804. A definition is being deleted from Reg. 30-2802 Definitions of baccarat and subsequent paragraphs renumbered, and the language of Reg. 30-2810 Shuffle and cut of the cards, paragraph (4), is being updated for clarification purposes. The changes to Regs. 30-2802, 30-2810, and the changes regarding dealer tips, are proposed for the sake of consistency within each table game (blackjack, poker, baccarat, etc.), the posting of game rules regulations and the Internal Control Minimum Procedures.

Comments Reference HB 21-1132 and HB 21-1296 Changes to Regulations 30-1023, 30-1099.18, and 30-2899.05 were added to this document after the initial Notice was made. Regulation 30-2899.05 consists of rules of play for a new game of Baccarat. Proposed changes to 30-2317 were also modified.
