Description of Subjects/Issues |
Therapeutic Foster Care is defined in 26-6-102(30), C.R.S. The purpose is to create rules for Therapeutic Foster Care in order to expand the continuum of care for children and youth in Colorado and address the impact of the Family First Prevention Services Act on services for children and youth involved with the child welfare system. Add definitions for Therapeutic Foster Care, Therapeutic Foster Care Program, Therapeutic Foster Care Agency, and Therapeutic Foster Care Home. Add language for Therapeutic Foster Care Agency responsibilities and personnel requirements.
Add language for requirements for Therapeutic Foster Care Homes. Add language to address placement of children and youth in Therapeutic Foster Care Homes. |
Purpose/Objective of Rule |
Therapeutic Foster Care is defined in 26-6-102(39), C.R.S. (2020). There is not a corresponding rule. The purpose of this proposed rule is to create a framework for Therapeutic Foster Care in rule that expands the continuum of care for children and youth in Colorado and address the impact of the Family First Prevention Services Act on services for children and youth involved with the child welfare system.

CDHS holds two public hearings, an initial and final, for each proposed rule packet. The initial hearing allows the public an opportunity to submit written data, views, or arguments and to testify for or against the proposed rules. The Board does not vote on the proposed rule at the initial hearing, but asks CDHS to consider all public comment and discussion and, if needed, submit revisions to the proposed rule. The final hearing, usually the month following the initial hearing,
allows the same opportunity for public comment, after which the Board votes on final adoption of the proposed rule.
