Description of Subjects/Issues |
The Supplemental Nutrition Assistance Program (SNAP) is a Food Assistance program in Colorado, formerly known as Food Stamps. SNAP provides food assistance benefits to help low-income households purchase food. The U.S. Department of Agriculture, Food and Nutrition Service annually evaluates Federal income poverty guidelines and cost of living increases to determine appropriate adjustments to income eligibility standards, benefit allotments, and deductions for the upcoming Federal Fiscal Year (FFY). Modified figures are typically made available to states during the month of August immediately prior to the next fiscal year. There is also a requirement to incorporate the change in the Colorado’s ABAWD (able-bodied adult without dependents who is age 18 through 49; physically or mentally able to work; does not live and eat with a child under age 18; is not pregnant; and is not otherwise exempt from food assistance work program requirements) pledge status for SNAP work registration that will become effective 10/01/2020. Colorado SNAP has been federally approved to implement a waiver of recertification interviews for elderly and disabled SNAP households with no earned income to become effective 10/01/2020. Purpose/Objective of Rule |

CDHS typically holds 2 public hearings, an initial and final, for each proposed rule. The initial hearing allowing the public an opportunity to submit written data, views, or arguments and to testify for or against the proposed rules. The Board does not vote on the proposed rule at the initial hearing, but asks CDHS to consider all public comment and discussion and, if needed, submit revisions to the proposed rule. The final hearing, usually the month following the initial hearing, allows the
same opportunity for public comment, after which the Board votes on final
adoption of the proposed rule.
