Description of Subjects/Issues |
The proposed changes will remove a cross program penalty from Adult Financial programs due to an intentional program violation in another program area based on a revision to State statute. This rule will also update the standard for proof for intentional program violations in Adult Financial to align with other program areas.Intentional program violations were added to Adult Financial rules in 3/2020, there are no clients currently serving a disqualification for an intentional program violation in the Adult Financial Program. In addition, the cross program disqualification that is being struck from these rules was not yet enforced, so there are no additional impacts to others serving an IPV in another program.

Comments |
CDHS holds two public hearings, an initial and final, for each proposed rule packet. The initial hearing allows the public an opportunity to submit written data, views, or arguments and to testify for or against the proposed rules. The Board does not vote on the proposed rule at the initial hearing, but asks CDHS to consider all public comment and discussion and, if needed, submit revisions to the proposed rule. The final hearing, usually the month following the initial hearing, allows the same opportunity for public comment, after which the Board votes on final adoption of the proposed rule.
