Description of Subjects/Issues |
The changes to this section update language, align it with title IV-E of the Social Security Act (IV-E), and integrate eligibility expansion allowed by Family First Prevention Services Act (FFPSA). The changes expand eligibility for the Chafee and Educational and Training Voucher (ETV) programs as permitted by FFPSA. Chafee and ETV are grants funded through the Administration for Children and Families (ACF), awarded to States to provide assistance to current and former foster youth in their transition to adulthood. This section additionally revises the reimbursement criteria for youth residing in a Supervised Independent Living Placement (SILP) so that counties may only be reimbursed for SILPs for youth over age 18. This ensures alignment with reimbursement criteria for IV-E, which does not permit federal reimbursement for SILPs for youth under age 18. This rule package is one of four that pertains to services for youth who have aged out or at-risk of aging out of foster care.

CDHS holds two public hearings, an initial and final, for each proposed rule
packet. The initial hearing allows the public an opportunity to submit written data,
views, or arguments and to testify for or against the proposed rules. The Board
does not vote on the proposed rule at the initial hearing, but asks CDHS to
consider all public comment and discussion and, if needed, submit revisions to the
proposed rule. The final hearing, usually the month following the initial hearing,
allows the same opportunity for public comment, after which the Board votes on
