| Description of Subjects/Issues |
In light of the COVID-19 pandemic, in May 2020, the state board approved a statewide waiver for the remainder of the 2019-20 school year from the requirement in rule 3.03(2), which requires districts to record attendance twice daily. Upon further review, the twice daily requirement is not a statutory requirement, and CDE’s current attendance collection does not require that attendance data are reported this way. Accordingly, CDE is recommending that these rules be updated to require districts to record attendance once daily.
In addition to updating this requirement, the draft amendments include a clarification that, for the 2020-21 academic year, districts that conduct at least a portion of their instruction remotely due to public health and safety requirements should record absences and attendance in line with the district’s attendance policy as it applies these remote learning situations. This change will align the rules with the department’s policy related to instructional time and student attendance for the 2020-21 academic year. Finally, the rule amendments include technical changes to update the names of various data collections in both the definitions section and corresponding references. |
