| Purpose/Objective of Rule |
The United States Department of Agriculture, Food and Nutrition Service annually evaluates Federal income poverty guidelines and cost of living increases to determine appropriate adjustments to income eligibility standards, benefit allotments, and deductions for the upcoming Federal Fiscal Year. The modified figures are typically made available to states during the month of August immediately prior to the next fiscal year. Additional language was necessary to be incorporated in this rule change due to final rule implementation of 2014 Farm Bill provisions. |

Each year, FNS disseminates the new standards to states for use in the upcoming federal fiscal year. The COLA adjustments were not made available to CDHS until August 2019 and were mandated to be implemented at the beginning of FFY20 (October 1, 2019). It is imperative to incorporate these rules to be in compliance with federal Food Assistance regulations that must be effective October 1, 2019. Noncompliance with federal Food Assistance regulations as of October 1, 2019 is in conflict with public interest. |
