Description of Subjects/Issues Colorado recently went through the Federal Child and Families Services Review (CFSR) and included in this measure is Item 15, Caseworker Visits with Parents, which The Administration for Children and Families (ACF) identified as an “an area in need of improvement” for Colorado. Colorado submitted a Performance Improvement Plan (PIP) to the Children’s Bureau on June 11, 2018. To address this specific measure in the PIP, an identified strategy is to re-issue a memo with contact expectations. The other identified strategy in the PIP includes exploring rule changes and other processes in technology to increase contact and engagement when face to face engagement is not possible.

Comments CDHS holds two public hearings, an initial and final, for each proposed rule packet. The initial hearing allows the public an opportunity to submit written data, views, or arguments and to testify for or against the proposed rules. The Board does not vote on the proposed rule at the initial hearing, but asks CDHS to consider all public comment and discussion and, if needed, submit revisions to the proposed rule. The final hearing, usually the month following the initial hearing, allows the same opportunity for public comment, after which the Board votes on final adoption of the proposed rule.
