| Description of Subjects/Issues |
The Colorado Public Utilities Commission (Commission) issues this Notice of Proposed Rulemaking (NOPR) to amend the Rules Regulating Telecommunications Services and Providers of Telecommunications Services contained in 4 Code of Colorado Regulations (CCR) 723-2, Rules Regulating Electric Utilities contained in 4 CCR 723-3, Rules Regulating Gas Utilities and Pipeline Operators contained in 4 CCR 723-4, Rules Regulating Water, and Combined Water and Sewer Utilities contained in 4 CCR 723-5, and Rules Regulating Railroads, Rail Fixed Guideways, Transportation by Rail, and Rail Crossings contained in 4 CCR 723-7. The purpose of the proposed NOPR is to update the Commission’s rules addressing incorporation by reference to best meet each of the criteria set forth in §§ 24-4-103(12.5)(a)(I) through (V), C.R.S. |

Exceptions were not filed to the Recommended Decision adopting rules, thus the recommended decision became a decision of the Commission and subject to a 20-day appeal period but no appeal (applications for rehearing, reargument or reconsideration) were filed, so the rules became final February 25, 2019. |
