Description of Subjects/Issues To provide recommend standards for Animal Control Officers including guidance on training and education; what records should be maintained and made available to the Commissioner; and who should maintain those records. For Bureau of Animal Protection Agents these revisions also establish required training and continuing education; establish statistical reporting requirements; include impoundment reporting requirements; and remove out-dated, unclear, and redundant language throughout the rule.
Comments Any interested party may file written comment with the Commissioner’s office prior to the hearing, or present at the aforementioned hearing written data, views or arguments.

Reason Based on the testimony received at that hearing it is evident that more discussion is needed among stakeholders. The Department has decided to withdraw the proposed amendments at this time. The Department may conduct a new hearing process in the future if the agency determines that rulemaking is necessary and if the various stakeholder groups are more aligned and in agreement with proposed amendments.
