Description of Subjects/Issues |
The Board is making permanent its emergency/temporary rule adopted to address provisional physical therapists; amending its rules pertaining to supervision of a non-physical therapist; amending its reinstatement/reactivation rule; and amending its new rule establishing a continuing professional competency program. |
Purpose/Objective of Rule |
To make permanent the emergency/temporary Rule 215 adopted and made effective on June 2, 2014 in order to add clarity to Senate Bill 14-099 which was signed into law by the Governor on May 31, 2014 (establishes a provisional physical therapist license) by addressing eligibility, supervision, professional liability insurance, and protection of medical records requirements.
To amend rules 202 and 203 in order to update the supervision of non-physical therapists by licensed physical therapists and the appropriate levels of supervision.
To amend rules 205 and 303 in order to address graduates of non-accredited programs and not just foreign-trained graduates.
To amend the rules 207 and 213 pertaining to the establishment of a continuing professional competency program pursuant to section 12-41-114.6, C.R.S., wherein a licensed physical therapist shall maintain and demonstrate continuing professional competency in order to renew, reinstate, or reactivate a license to practice physical therapy in the state of Colorado. |

Comments |
Rules 202, 203, 205, 215, and 303 are to be effective 09/14/2014. However, Rules 207 and 213 are to be effective 11/01/2014. Only Rule 215 is adopted in response to 2014 legislation.
Pursuant to section 24-4-103, C.R.S., a representative group of participants with an interest in the subject of the rulemaking was established and those individuals were invited to participate in person at a stakeholder meeting that occurred from 3-5 pm on June 24th in Conference Room 1250 A, 1560 Broadway, Denver, CO 80202, and were also invited to submit written comments for consideration by close of business on June 25th and to also appear at the rulemaking hearing scheduled on July 18th. |
