| Purpose/Objective of Rule |
The purpose of this emergency regulation is to establish standards for carriers in discontinuing health benefit plans pursuant to the requirements of Colorado law. The Division of Insurance finds, pursuant to § 24-4-103(6)(a), C.R.S., that immediate adoption of this regulation is imperatively necessary for the preservation of public health, safety, or welfare, in order to ensure consumers are adequately notified of a carrier’s intent to discontinue or non-renew health benefit plan, and to help ensure that consumers do not involuntarily experience a gap in coverage. Therefore, compliance with the requirements of § 24-4-103, C.R.S., would be contrary to the public interest. |
