| Purpose/Objective of Rule |
The purpose of this emergency regulation is to provide the necessary guidance to carriers to implement the requirements of House Bill 13-1266, enacted during the 2013 General Assembly and to ensure that health insurance rates comply with Colorado’s health benefit plan rating laws. The Division of Insurance finds, pursuant to § 24-4-103(6)(a), C.R.S., that immediate adoption of this regulation is imperatively necessary to comply with federal laws and regulations or for the preservation of public health, safety, or welfare, in order to ensure that carriers have sufficient information to adequately file rates for plans effective on or after January 1, 2015, to advise them of revised rating areas, and to ensure they meet regulatory filing deadlines. Therefore, compliance with the requirements of § 24-4-103, C.R.S., would be contrary to the public interest. |
