| Description of Subjects/Issues |
proposed changes to the Commission's low-income assistance rules for gas rates, pursuant to comments received in Docket No. 08I-420EG and in accordance with Decision No. C09-0172. |
| Purpose/Objective of Rule |
The Commission conducted an investigation into regulatory and rate incentives for customers of gas and electric utilities and particularly, inquiry into rate design as a method of providing assistance to low-income customers. The Commission determined that rulemaking was the appropriate next step in implementing this policy. Subsequently, Energy Outreach Colorado petitioned the Commission to commence rulemakings for the promulgation of low-income energy assistance rules. |
