Amendments to the Rules Specifying the Requirements for Endorsement of Director of Special Education |
Purpose/Objective of Rule |
The purpose of these amendments to the Rules for the Administration of the Educator Licensing Act of 1991 is to ensure that the Rules are in compliance with state statute in order to articulate the standards for the Initial Administrator License with a Director of Special Education Endorsement. The development of the proposed rules was a collaborative two-year process fostered by Dr. Ed Steinberg, Dr. Jami Goetz and Dr. Harvey Rude, Director of the School of Special Education, University of Northern Colorado. During this timeframe, frequent meetings were held with a dedicated stakeholder group which included special education directors from rural and urban districts, BOCES, the ARC of Colorado (a statewide advocacy organization), CDE, a special education teacher and representatives from two institutions of higher education. Additionally, the proposed rules were reviewed extensively in various venues including state special education director meetings and regional superintendent meetings, as well as internally at CDE. |
