| Purpose/Objective of Rule |
to re-examine the high cost support rules to accommodate new regulatory schemes and changes in the federal Universal Service Fund (USF) program, and to address issues from recent PUC dockets that have directly implicated the HCSM rules. These rules adopted mechanisms to set the benchmark rates, a phase-down of the HCSM fund, an extraordinary circumstance for additional support, a retained identical support rule, and no mandatory contribution to the HCSM by Voice over Internet Protocol (VoIP) providers. |

This rulemaking was initiated with TN2010-00250, and continued with TN 2010-00602. The adopted rules became final November 14, 2011 after revisions were granted in part upon two rounds of appeal and after an additional period to allow for appeal of the grants (see attached decisions). |
