| Description of Subjects/Issues |
The purpose of this rulemaking is to repeal the rule and replace it with a policy that gives specific guidelines to inspectors when a violation of the Act has occurred; and to provide inspectors with more flexibility, so they may consider all relevant factors when assessing a civil penalty. |
