Modification of the application of the NOAA Hydrometeorological Reports (HMR's) in determining the inflow design flood, and inclusion of the Colorado Extreme Precipitation Analysis Tool (EPAT) as an alternative to using the HMR's. |

The purpose of these rules is to provide for the public safety through the Colorado Safety of Dams Program by establishing reasonable standards and to create a public record for reviewing the performance of a dam. |
