Volunteer lobbyists

Q1. Who is a volunteer lobbyist?

A1. A volunteer lobbyist is an individual who does not receive compensation for lobbying. A volunteer lobbyist may receive a reimbursement for actual and reasonable expenses incurred for personal needs while engaging in lobbying and not be considered a professional lobbyist. These personal needs include meals, travel, lodging, and parking.

Q2. Does a volunteer lobbyist have to register with the Colorado Secretary of State’s office?

A2. No, a volunteer lobbyist does not have to register with the Secretary of State’s office. If lobbying the Colorado General Assembly, a volunteer lobbyist must register with the GA. See the GA’s website for more details.
