Ballot Title Setting Board
2015-2016

The title as designated and fixed by the Board is as follows:

An amendment to the Colorado constitution concerning congressional redistricting, and, in connection therewith, transferring authority to establish congressional districts from the general assembly to a newly created nine-member congressional redistricting commission, three of whom must be unaffiliated with any political party; prohibiting commission members from being members of or candidates for the U.S. house of representatives, or persons paid by members of or candidates for the U.S. house of representatives; specifying that a redistricting map must be agreed to by six of the nine appointed commissioners; adding competitiveness as a consideration in setting boundaries of congressional districts; requiring that public hearings be held in all congressional districts to obtain citizen comments about congressional district boundaries; and providing for judicial review of an adopted redistricting map as well as establishing a process for setting districts where the commission has not adopted a map.
