The title as designated and fixed by the Board is as follows:

A change to the Colorado Revised Statutes concerning the sale of full-strength beer and wine by food stores, and, in connection therewith, creating a license allowing food stores to sell malt and vinous liquors, commonly referred to as full-strength beer and wine, for off-premises consumption; defining a food store as an establishment that earns at least 20% of its annual gross income, excluding income from fuel products and lottery ticket sales, from the sale of food; allowing a food store that holds a valid license to sell fermented malt beverages, commonly referred to as 3.2% beer, to apply to become a food store licensee; allowing the ownership of multiple food store licenses, including by certain retail liquor licensees; and prohibiting the sale of full-strength beer or wine by a food store employee who is under twenty-one years of age.

The ballot title and submission clause as designated and fixed by the Board is as follows:
