The title as designated and fixed by the Board is as follows:

An amendment to the Colorado constitution concerning local government regulation of oil and gas operations, and, in connection therewith, increasing local government authority to prohibit or limit oil and gas operations; authorizing local laws and regulations that are more restrictive and protective of a community's health, safety, welfare, and environment than state law; and declaring that if state or local laws and regulations conflict the more restrictive law or regulation governs.

The ballot title and submission clause as designated and fixed by the Board is as follows:
