The title as designated and fixed by the Board is as follows:

SHALL STATE TAXES BE INCREASED $991,600,000 ANNUALLY IN THE FIRST FULL FISCAL YEAR, AND BY SUCH AMOUNTS AS COLLECTED THEREAFTER, BY AN AMENDMENT TO THE COLORADO CONSTITUTION CONCERNING THE AMOUNT OF STATE REVENUES DEDICATED TO FUND PRESCHOOL THROUGH TWELFTH GRADE PUBLIC EDUCATION, AND, IN CONNECTION THEREWITH, INCREASING STATE INCOME TAX RATES ON INDIVIDUAL TAXPAYERS BY REPLACING THE CURRENT SINGLE-RATE INCOME TAX SYSTEM WITH A GRADUATED INCOME TAX, WHERE THOSE WHO EARN HIGHER INCOMES ARE TAXED AT HIGHER RATES; ALLOWING THE GENERAL ASSEMBLY TO ADJUST THE INCOME TIERS FOR INFLATION; REQUIRING ANY EXCESS STATE REVENUES THAT THE STATE WOULD OTHERWISE BE REQUIRED TO REFUND UNDER THE TAXPAYERS’ BILL OF RIGHTS TO INSTEAD BE TRANSFERRED TO THE STATE EDUCATION FUND; REQUIRING THAT ALL REVENUES GENERATED BY THE INCREASE BE DEPOSITED IN THE STATE EDUCATION FUND AND SPENT ONLY TO FUND PUBLIC SCHOOL EDUCATION; SPECIFYING THAT THE APPROPRIATION OF THE ADDITIONAL TAX REVENUES BE IN ADDITION TO AND NOT A SUBSTITUTE FOR MONEYS OTHERWISE APPROPRIATED FOR PRESCHOOL THROUGH TWELFTH GRADE PUBLIC EDUCATION, ADJUSTED ANNUALLY BY THE AGGREGATE ANNUAL PERCENTAGE CHANGE IN STUDENT ENROLLMENT?
