Petition Entity Licensing

Pursuant to HB 09-1326, any person or entity that pays circulators is required to be licensed as a petition entity by the Secretary of State. Petition entities must agree not to compensate circulators based on the number of signatures collected and ensure that a representative of the entity has completed training established by the Secretary of State. 1-40-135, C.R.S.

Circulator Training Certificate
A current representative of the petition entity must complete the petition circulator training provided by the Colorado Secretary of State. This form must be completed, signed, and submitted with the application for petition entity license.

License a Petition Entity
 Any person or issue committee that provides compensation to a circulator to circulate a ballot petition must complete this Petition Entity License Application.
