Statutory Authority 42-1-232, CRS, generally and 42-1-232 (7), CRS, specifically.
Description of Subjects/Issues 42-1-232, CRS, directs the Chief of the CSP to create and maintain a program through which third parties identified as transportation associations or transportation organizations may verify commercial vehicle information, including vehicle identification numbers, as vehicle-related entities. Section 42-1-232 (7), CRS, authorizes the Chief of the CSP to adopt any rules reasonably necessary to implement the third-party commercial vehicle VIN verification program. The CSP is proposing amendments to these rules to: 1)Update references to internal agency and online resources cited within the rules. 2)Clarify permit review requirements outlined within the rules. 3)Correct grammar and spelling errors, and update verbiage to be more consistent with rulemaking and drafting format recommendations; and 4)Update appeal timelines concerning summary suspension, revocation, and denials under the Third-Party Commercial Vehicle VIN Verification Program.
Purpose/Objective of Rule These rules are adopted in response to the directive issued to the Chief of the CSP by 42-1-232. 42-1-232, CRS directs the Chief of the CSP to create and maintain a program through which 3rd parties identified as transportation associations or organizations may verify commercial vehicle information, including VINs, as vehicle-related entities. 42-1-232 (7), CRS, authorizes the Chief of the CSP to adopt any rules reasonably necessary to implement the 3rd party CMV VIN verification program. The changes adopted to these rules are to: 1)update references to internal agency and online resources cited within the rules. 2)Clear up permit review requirements outlined within the rules. 3) Correct grammar and spelling errors and update vocabulary used within the rules to be more consistent with rulemaking and drafting format recommendations; and 4)to make updates to appeal timelines concerning summary suspension, revocation, and denials under the 3rd party CMV VIN verification program.
