Statutory Authority |
This rule is adopted pursuant to the authority in C.R.S. § 24-33.5-2104 and is intended to be consistent with the requirement of the State Administrative Procedures Act, C.R.S. § 21 24-4-101 et seq. The Office of School Safety is created in C.R.S. § 24-33.5-2702 and is referenced within statute C.R.S. § 24-33.5-2104 as the new administrative division for the grant program. |
Description of Subjects/Issues |
In April 2023, the General Assembly passed legislation creating the Office of School Safety, housed in the Office of the Executive Director’s Office of the Department of Public Safety (DPS) in C.R.S. § 24-33.5-2702. One of the duties assigned to the Office of School Safety is to administer the School Access for Emergency Response (SAFER) grant program, created in C.R.S. § 24-33.5-2104. The SAFER grant program provides funding to schools and public communications system owners that is needed to operate communication hardware, software, equipment maintenance, and to provide training related to operating communication systems between schools and first responder agencies. Under Section C.R.S. § 24-33.5-210, the Office of School Safety shall promulgate rules necessary for administering the grant program currently administered by the Division of Homeland Security and Emergency Management, including regulations concerning the administration, criteria and time frames for applying for and distributing funds associated with the grant program. |
