Description of Subjects/Issues |
The purpose of this Permanent Rulemaking Hearing is for the Executive Director to consider adopting revisions to the Colorado Child Care Assistance Program (CCCAP) rules to: remove the eligibility component requiring CCCAP applicants to cooperation with Child Support Services to implement Colorado House Bill 22-1295, beginning July 1, 2023; remove the 12-week time limit for temporary breaks in CCCAP eligible activities to align with Federal Guidance in 45 CFR 98.21(a)(1)(ii), and remove the requirement of an individual having an active CCCAP case to qualify for a temporary break due to maternity leave to align with section 26.5-4-111(7)(c), C.R.S.; clarify group size limitations for the number of siblings from one family that is unrelated to a Qualified Exempt provider to align with 45 CFR 98.41(d)(1); update the Prudent Person Principle (PPP) definition to provide more flexibility in the Care Automated Tracking Systems (CHATS); and revise and extend the Parent Fee formula through June 30, 2024. |
Purpose/Objective of Rule |
The purpose of the Executive Director adopting revisions to the Colorado Child Care Assistance Program's rules was to: remove the eligibility component requiring CCCAP applicants to cooperate with Child Support Services; remove the 12-week time limit for temporary breaks during CCCAP eligible activities; removed the requirement of an individual having an active CCCAP case to qualify for a temporary break due to maternity leave; clarified the group size limitations for the number of siblings from one family that is unrelated to a Qualified Exempt Provider; updated the Prudent Person Principle definition to provide more flexibility in the Care Automated Tracking Systems (CHATS); revised and extended the Parent Fee Formula through June 30, 2024; and provided a general clean up that addresses most of the recent concerns from the Office of Legislative Legal Services. The remaining OLLS concerns will be addressed in the next scheduled rulemaking. |
