| Description of Subjects/Issues |
The purpose of this Permanent Rulemaking Hearing is for the Executive Director of the Colorado Department of Early Childhood (CDEC) to consider adopting rules to transfer the Early Childhood Council (ECC) rules and School Readiness Quality Improvement Program rules from the Colorado Department of Human Services to CDEC. The revisions to these rules provide a general cleanup; update statutory and rule references; add incorporation by reference language; amend the quality rating level of providers that are able to receive funding for quality improvements, to align with statute; and change the requirement for ECCs to fund programs that support children ages 0-5, to align with statute. |
| Purpose/Objective of Rule |
The purpose of the Executive Director adopting permanent rules was to transfer the Early Childhood Council (ECC) rules and School Readiness Quality Improvement Program (SRQIP) rules from the Colorado Department of Human Services to the Colorado Department of Early Childhood to implement Colorado House Bill 22-1295. The revisions to these rules provide a general cleanup; update statutory and rule references; add incorporation by reference language; amend the quality rating level of providers that are able to receive funding for quality improvements, to align with statute; and change the age of children supported by programs funded by ECCs to children ages 0-5, to align with statute. |
