Purpose/Objective of Rule The Department is proposing its second iteration of emergency rules to address mandates created by the passage of House Bill 22-1401, which was signed into law on May 18, 2022. The new law seeks to ensure hospitals are prepared for a public health emergency or staffing shortage through the implementation of a robust nurse staffing committee and plan, comprehensive emergency management, and reporting on staffed-bed capacity data to the Department.
