Description of Subjects/Issues On June 7, 2022, Colorado HB 22-1217 was signed by Governor Polis updating the CRS with 24-33.5-230 and creating the Catalytic Converter Identification and Theft Prevention Grant Program. The management, administration, and ultimately the reporting of any results related to the grant program are assigned by 24-33.5-230 (1), CRS, to the CATPA Business Unit of the CSP; 24-33.5-230 (2), CRS, provides authority to the CSP to adopt rules necessary to support the administration and management of the grant program. The rules being proposed by the CSP under new rule 8 CCR 1507-59: 1)Acknowledge the statutory responsibility of the CSP and the assignment of the grant program to the CATPA Business Unit; 2)Effect rules specifying the grant application process, including application requirements and deadlines for the submission and issue of grant awards; 3)Specify the criteria for grant applicant eligibility, award selection, and grant award determination; 4)Establish reporting requirements applicable to recipients of grant awards issued through the grant program; and 5)Identify resources supporting the grant program.
Purpose/Objective of Rule To establish the rules necessary to support the administration and management of the Catalytic Converter Identification and Theft Prevention Grant Program codified in Section 24-33.5-230, CRS.
