Description of Subjects/Issues |
Slight technical revisions are required to make language in the rules consistent with the CCDHHDB statute. The language was corrected as advised by the Office of Legislative Legal Services in FY 2020-21; however, an amendment was made to the statute (SB 21-216) in the legislative session that requires conforming corrections in the rules again.

Purpose/Objective of Rule |
The Colorado Commission for the Deaf, Hard of Hearing, and DeafBlind (CCDHHDB) is a state agency established in 2000 to address the needs and concerns of Colorado’s deaf, hard-of-hearing, and deafblind populations. CCDHHDB’s mission is to be an agent of change for a sustainable statewide network of resources, dedicated to cultural and linguistic equality. The CCDHHDB provides funding through its grant program to entities to address priorities of the deaf, hard-of-hearing, and deafblind community. Slight technical revisions are required to make language in the rules consistent with the definition of “entity” in the CCDHHDB statute. The language was corrected as advised by the Office of Legislative Legal Services in FY 2020-21; however, an amendment was made to the statute (SB 21-216) in the legislative session that requires conforming corrections in the rules again. |

Comments |
CDHS holds two public hearings, an initial and final, for each proposed rule packet. The initial hearing allows the public an opportunity to submit written data, views, or arguments and to testify for or against the proposed rules. The Board does not vote on the proposed rule at the initial hearing, but asks CDHS to consider all public comment and discussion and, if needed, submit revisions to the proposed rule. The final hearing, usually the month following the initial hearing, allows the same opportunity for public comment, after which the Board votes on final adoption of the proposed rule.
