The Community Access Enterprise is required to impose the community access retail delivery fee pursuant to section 24-38.5-303(7), C.R.S. to fund its statutorily mandated business purposes. |
Description of Subjects/Issues |
The Community Access Enterprise shall impose the retail delivery fee on each retail delivery of tangible personal property in a maximum amount of six and nine-tenth cents beginning in state fiscal year 2022-23. Pursuant to section 24-38.5-303(8), C.R.S., the Community Access Enterprise may use these fees to implement grant, loan, or rebate programs to fund construction of electric vehicle (EV) charging infrastructure, provide inexpensive and accessible alternatives to motor vehicle (i.e electric scooters), support the adoption of EVs, and provide incentives for transportation network companies and companies utilizing transportation networks services to increase access to overnight charging capability for drivers. |
