This rule hearing will review changes to 1 CCR 204-30 Rule 1 regarding the removal of the requirement of a physical social security card (based on Federal law changes to the REAL ID Modernization Act Link: https://www.congress.gov/bill/116th-congress/senate-bill/4133) as a proof document for applicants who apply for an Identification Document |
Purpose/Objective of Rule |
The purpose of this rule is to set forth regulations for application and issuance of driver’s licenses, minor driver’s licenses, instruction permits and identification cards for individuals who cannot demonstrate lawful presence in the United States and for individuals who can demonstrate temporary lawful presence in the United States. These regulations establish the source documents that are acceptable to establish identity, date of birth, Colorado residency, and, as applicable, temporary lawful presence. |
Comments |
The REAL ID act now allows for an applicant to provide their Social Security Number verbally, as long
as the SSN is verified using SSOLV (Social Security Online Verification system managed by SSA). The
changes to Rule 1, removed the references to Social Security documents required throughout the
rule. Minor grammatical and formatting changes were also made to provide clarity. |
