Description of Subjects/Issues |
These proposed rules would amend current Low Income Energy Assistance Program rules in a number of areas, to include: The annually required update to the flat rate benefits charts; The annually required update to the income guidelines and remove the gross income limit chart from rule to prevent unnecessary emergency rule revisions annually to update the gross income limit chart;Reducing barriers to applicants by easing restrictions on earned income verification requirements; Reduction of barriers to applicants by easing restrictions on bulk ful receipt requirements; Changing the application and eligibility period to the original program dates (pre-COVID-19); Providing clarification to counties/contractor that denials of emergencies should be denied on the 15th day which removes a conflict in rule with requests for verification and timely denials of emergency applications; and Including income from Americorp as exempt; Adding a definition for an overpayment as it is used throughout the document

Comments |
CDHS holds two public hearings, an initial and final, for each proposed rule packet. The initial hearing allows the public an opportunity to submit written data, views, or arguments and to testify for or against the proposed rules. The Board does not vote on the proposed rule at the initial hearing, but asks CDHS to consider all public comment and discussion and, if needed, submit revisions to the proposed rule. The final hearing, usually the month following the initial hearing, allows the same opportunity for public comment, after which the Board votes on
