Description of Subjects/Issues |
Legislation from 2019 (HB 19-1069) permits the Colorado Commission for the Deaf, Hard of Hearing, and DeafBlind (CCDHHDB) to approve certifications for sign language interpreters in the State of Colorado. The intent of this new rule is to act upon that authority provided for in statute to address a severe shortage of certified sign language interpreters by making additional sign language interpreter certifications available. Currently, only the Registry of Interpreters for the Deaf (RID) certifications are recognized by the Colorado Consumer Protection Act. Section 6-1-707(I)(e)(I)(B) enables the Department, with recommendations by CDHHDB, to include certifications outside of RID.

Purpose/Objective of Rule |
Legislation from 2019 (HB 19-1069) permits the Colorado Commission for the Deaf, Hard of Hearing, and DeafBlind (CCDHHDB) to approve certifications for sign language interpreters and certificate for cued language transliterators in the State of Colorado. The intent of this new rule is to act upon that authority, provided for in statute, to address a severe shortage of certified sign language interpreters by making additional sign language interpreter certifications and cued language transliterator certificate available. CCDHHDB aims to increase the number of interpreters available in Colorado over the next five years. Currently, only the Registry of Interpreters for the Deaf (RID) certifications are recognized by the Colorado Consumer Protection Act. Section 6-1-707(I)(e)(I)(B) enables the Department, with recommendations by CCDHHDB, to include certifications outside of RID. |

Comments |
CDHS holds two public hearings, an initial and final, for each proposed rule packet. The initial hearing allows the public an opportunity to submit written data, views, or arguments and to testify for or against the proposed rules. The Board does not vote on the proposed rule at the initial hearing, but asks CDHS to consider all public comment and discussion and, if needed, submit revisions to the proposed rule. The final hearing, usually the month following the initial hearing, allows the same opportunity for public comment, after which the Board votes on final adoption of the proposed rule.
