HB19-1237 requires the Department to create a new health facility licensing category for community-based (non-hospital) Behavioral Health Entities (BHE). The bill specifies that four types of behavioral health facilities currently licensed by the Department must be moved to the new BHE license as part of Phase 1: Acute Treatment Units, Crisis Stabilization Units, Community Mental Health Clinics, and Community Mental Health Centers. Rulemaking for Phase 1 must be completed by April 30, 2021. |
